What's the "right" kind of intelligence?

Glad you asked. Simply put, this is clear, repeatable, no-frills, no-mystery-in-how-I-got-it intelligence you can use to perform an action or make a decision. No fancy names, no noise about about the threat actor but purely the data and the framing you need to create the intelligence you can go use.

What's "proactive" mean in this context?

It means not being passive. No waiting until something happens before you bother to take an action. Take the defensive step before the hurt lands on you.

What's "functional"mean in this statement?

Intelligence without function is informative or educational. You need those kinds of intelligence but you can't defend with them. Intelligence that translates into clear, sustainable and repeatable actions you can take are functional.

What's all this "predictive" wording about?

Figure it out before it harms you. Figure it out before it is used against you. Figure it out before the cyberattacker decides to use it. Figure it out before a threat actor makes a discovers it. Figure it out after you have lost it. I suspect the theme is getting through. Get ahead of it before it gets you.
